A Texas police officer has been indefinitely suspended after an internal investigation found he used excessive force on a handcuffed woman, and the video from the press conference has everyone doing a double-take.

Officer Jason Gann was terminated following a months-long review by the San Angelo Police Department’s Office of Professional Standards, which stemmed from a June 2025 arrest that went from routine to jaw-dropping in seconds.

What Happened In San Angelo, Texas?

According to the official statement from SAPD, Gann arrested a woman during a domestic violence call. The woman was handcuffed, seat-belted, and had her legs restrained due to her resistance. While officers tried to readjust those restraints, the woman kicked Officer Gann in the right hip,  and that’s when things went sideways.

“Officer Gann grabbed the subject’s legs, leaned into the patrol vehicle, and struck her in the head, rendering her unconscious for a short period of time,” the department said.

The woman was later treated at a local hospital for her injuries. The press conference video below shows Chief Frank Carter addressing the public and outlining the investigation’s findings.

The Fallout

SAPD said the incident was discovered through “routine oversight processes,” triggering an internal review. The Texas Rangers also looked into the case and found no criminal offense, but the department itself wasn’t letting it slide.

In their release, officials said Gann’s actions went against policy, citing “the multiple levels of restraint already applied, the size disparity, the degree of force used, and Gann’s lack of accountability.” He was indefinitely suspended on October 6, 2025, which in cop lingo means “no longer employed.”
