Waco Grandmother of 13-Pound- Toddler Arrested
A 43-year-old Waco woman who is the grandmother and legal guardian of a 2-year old and 6-month old was recently arrested after police discovered her two severely malnourished grandchildren.
Our news partners at KWTX report that officers in Waco were called to 1913 Live Oak Ave, the residence of Noemi Constancio. The officers had received a call for a welfare check on, "a child that looked very thin and sickly at the home.”
When police entered the residence they discovered that the two grandchildren were living in extremely poor conditions and in the company of many animals. The home was cluttered, infested with roaches, and smelled of urine.
Child Protective Services was contacted and both of Noemi's grandchildren were removed from the home and taken to the hospital. When the 2-year-old was weighed she was found to be only 13.1 pounds, while her 6-month-old sister weighed in at over 16 pounds.
Doctors determined that the 2-year-old has a list of illnesses such as, "failure to thrive severe muscle wasting, severe physical delay, severe developmental delay, and severe mental delay." They also believe that these illnesses happened over a 6 month period of time.
Noemi Constancio has been arrested and charged with child endangerment.
