The smell being carried by wind is creating in the city of Luling, Texas, as revealed by KXAN. One cannot blame the residents of the city, rather it's the oil fields that cause the problem. A mixture of chemicals, including hydrogen sulfide, make the smell what it is.

But why does it carry so far?
The Winter Weather Affects How The Smell Is Moved Around
KXAN reports that something known as a "temperature inversion" happens now and again. Right above the cold air that is right next to the ground is warm air. The chemicals begin to collect under the warm air.
Eventually, when the winds begin to pick up during the daytime, the smell created is taken by the winds and spread. Which stinks, to say the least. So, you might just have to plug your nose and power through.
